The problem

Uganda's public service lacks a centrally-managed, locally-deployable HR and performance-monitoring backbone for the Common Cadre. NDPIV PSTP Outcome 1.1 targets 38% → 70% of Government Institutions meeting performance targets - unachievable without per-officer instrumentation. The Auditor General's public-service reports flag HR-record fragmentation as a payroll-accuracy and deployment-compliance constraint.

The solution

CommonCard surfaces real-time HR and performance signal at the public-officer level (deployment, station assignment, KPI attainment, professional development records, tenure tracking, deployment-approval workflow). Centrally administered, deployable to any MDA. Operational with a national-scale ministry-level client.
